It's perfectly possible to make a strong character using a class that's low-rated on there, and even more possible to make a garbage character with a high-tier class. "Strong" is a general term. Assuming we are talking fully geared, my vote goes to poison witch hunter (insane dot stacks), blademaster (even with the latest targeted nerfs, still a top 3 build) and callidor's sorc abusing agrivix, devastation and SotH procs.
