Kawasaki vulcan 1500 starting problems

I have a 2000 kawasaki vulcan 1500 classic that has a problem starting. I turn on the ignition switch and the spedometer lights up as well as the turn signal lights. I press the starter button and it does not turn over at all. If I keep pressing the button several times it may start eventually. Once it turns over it starts easy enough.

It just won't run with sidestand "down" and in gear, with the clutch out. So here's the troubleshoot. First check the battery voltage. It should be 12.5 or more. Bike went in for hesitation problem. Was having a stutter between 1st & 2nd gear. The dealer put in a new jet kit, cleaned out the tank, new fuel lines, and fuel filter., POGs were replaces with steel starting in 2000, so that won't be an issue. Once it has over 30-40k miles, it may need cam chain tensioner extenders, but that's an easy fix.
